Position De************************ion:



The Country Director will be responsible for the overall management and supervision of IRD’s current programs, and will be responsible for representing IRD to donors, local and international NGOs, and the Government of Southern Sudan. In addition, the Country Director will assist IRD HQ in new program development. Specific duties include the following:



Managing all program activities including performance, monitoring, evaluation, technical assistance and training to project staff.
In collaboration with HQ, developing new business and strategic plans for programs in South Sudan.
Ensuring continuous compliance with donor funding requirements during project implementation.
Managing and leading IRD staff, consultants and contractors to ensure timely and efficient program implementation.
Maintaining good working relationships with donors, the Government of South Sudan (GOSS), and collaborating institutions, with frequent visits to project sites and communities.
Providing financial management of the program in collaboration with Director of Finance and HQ.
Preparing monthly and quarterly reports for submission to IRD HQ.
Assisting IRD HQ in new proposal development and identifying new funding opportunities.
Increasing IRD’s local, national and international visibility through public relations efforts in South Sudan.
Supervising improvement of HR and admin systems and adherence to field office administrative policies, oversee personnel recruitment, training and supervision
Performing other duties as assigned.



Required Skills & Experience:



Post-graduate degree (MBA, MIA, MPH, etc).
Minimum of 7-10 years management experience in an NGO or international organization.
At least 5 years work experience in a developing country.
Experience in managing large USAID/USG-funded projects
Proven track record in new program development.
Ability to understand and communicate technical concepts in a compelling and diplomatic manner.
Excellent management skills to coordinate field teams.
Capability of working under tight deadlines.
Excellent written and oral communication skills.
Ability to work collaboratively with others as well as independently.
Ability to multi-task and balance multiple work demands on a daily basis and deliver time sensitive projects to deadlines.



Preferred Skills & Experience:



Previous experience working in Sudan and/or other post-conflict situations
Technical background in agriculture, food security or health

Project/Proposal Summary:

MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary: The Knowledge Management Specialist will be responsible for working on two key activities: the planning and development of Intranet and planning and development of a Geographic Information Systems (GIS) for USAID-Sudan. The objective of the Intranet will be to improve shared access to soft-copy administrative and project dcidocuments. The aim of the GIS activity is to allow for spatial representation of USAID programs and socio-demographic data on Sudan in Sudan. Additional work includes: compilation and presentation of State level achievements; maintaining and sharing inventory of evaluations and assessments; background dcidocuments, and photos.





Responsibilities: Intranet/GIS

· Continue supporting USAID in decision making process by providing options towards Intranet and GIS.
· Routinely update implementation calendars.
· Manage/ oversee procurement and installation of Intranet (likely SharePoint) and GIS (ARC-INFO) applications and required hardware.
· Liase with counterparts at USAID (EXO for management, IT for implementation, CIO/KM/Web-services and MSI HQ technical backstop for procurement and programming support).
· Compile **************************** ****************d on consultation with USAID program areas.
· Manage/ oversee programming, and uploading of **************************** to Intranet
· Coach FSN staff on updating of Intranet, and develop schedules for routine updates.
· Manage the development of mapping product inventory (together with USAID program areas).

Other responsibilities:

· Upload photos to USAID-Sudan portal and continue to work with evaluation teams to compile photos with ****************-data.
· Resolve USAID-Sudan portal user queries with USAID/CIO/KM/ Webservices.
· Compile and presend Southern Sudan State level achievements from various sources (Annual Reports, PMPs).
· Support USAID Program area teams and Intitutional Technical capacity on managing their hard and soft-copy dcidocuments (eg. Inventory of GOSS Capacity assessment dcidocuments and saving MSI evaluation on a shared dci********************************).
· Support MSI-Sudan with developing on-line registration tools for conferences.



Qualifications:



· Demonstrated knowledge of GIS within the context of international development; knowledge of GIS and cartographic concepts, theory and practices;
· Extensive knowledge of computers, internetworking and related tools, systems, software and applications used in knowledge management;
· Ability to establish and maintain effective working relationships through remote communications with co-workers and clients at USAID;
· Proven ability to work independently with minimal instruction and direction;
· Ability to maintain accurate records, good organizational and planning skills;
· Experience with project management and USAID regulations a plus.



This is a short-term technical assignment for approximately 60 days, starting in September 2010.
